The mission of the Department of Military is to provide a professional staff of Arkansas State Employees who help maintain and improve the readiness of Arkansas National Guard units through effective fiscal management of State Resources, Human Resource Management, and quality administration of Arkansas National Guard Programs.

The Department of the Military is a Drug-Free Workplace, this includes medical marijuana which is still considered a controlled substance under federal law. (Drug-Free Workplace Act of 1988)

Summary

The Ecologist is responsible for conducting research or performing investigation for the purpose of identifying, abating, or eliminating sources of pollutants or hazards that affect either the environment or the health of the population. This position is governed by state and federal laws and agency/institution policy.

Functions

Collects, synthesizes, and analyzes data derived from pollution emission measurements, atmospheric monitoring, meteorological and mineralogical information, and soil or water samples. Researches sources of pollution to determine their effects on the environment and to develop methods and procedures of pollution abatement or control. Monitors environmental impacts of development activities. Develops methods to minimize the impact of production processes on the environment, based on the study and assessment of industrial production, environmental legislation, and physical, biological, and social environments. Develops programs designed to obtain the most productive, non-damaging use of land. Prepares charts or graphs from data samples and provides summary information on the environmental relevance of the data. Analyzes data to determine validity, quality, and scientific significance and to interpret correlations between human activities and environmental effects. Communicates scientific and technical information through oral briefings, written documents, workshops, conferences, and public hearings. Designs and directs studies to obtain technical environmental information about planned projects. Performs other duties as assigned.

Knowledge, Skills and Abilities

Knowledge of biological and ecological science theories and principles. Knowledge of the methods and techniques of scientific testing and analysis. Knowledge of the effects of pollution on plants, animals, and human life. Knowledge of pollution control laws and regulations. Knowledge of environmental and ecological forces and impact relationships. Ability to conduct field studies to identify ecological value of land and preservation methods. Ability to collect samples and conduct scientific testing and analysis. Ability to develop natural area definition and classification criteria. Ability to prepare and make oral and written presentations. Ability to identify, record, and analyze the ecological make-up of natural areas. Ability to write descriptive results of analysis and prepare and present oral and written information.

Minimum Qualifications

The formal education equivalent of a bachelor's degree in environmental or natural science or related field; plus two years of experience in environmental control or related area. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
